The Rock Hill – Fort Mill Area Transportation Study (RFATS) has received planning funds from the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program to develop a Comprehensive Safety Action Plan (CSAP). This plan aims to create a safer, more accessible and reliable transportation network for all users of the transportation system.

Rooted in the Vision Zero philosophy, a strategy to eliminate all traffic fatalities and severe injuries, RFATS is committed to enhancing road safety for everyone in Fort Mill, The Catawba Nation, Tega Cay, Rock Hill, the eastern urbanized portion of York County, and the panhandle of Lancaster County. To do that, we need input from you.

The responses to the public survey have been analyzed and used to create the Draft Comprehensive Safety Action Plan. Now its time for your review and feedback.

Why

The RFATS Planning Area includes the cities of Tega Cay and Rock Hill, the Town of Fort Mill, The Catawba Nation, the eastern urbanized portion of York County, and the panhandle of Lancaster County. This region has experienced rapid growth, leading to increased traffic volumes and evolving safety challenges for all users. As RFATS continues to grow, promoting safe roadway behavior, vehicle usage, roads, and speeds are essential to eliminating fatal and serious injury crashes, improving accessibility, and supporting community well-being.

Regional Growth & Crash Data

• 450 fatal and serious injury vehicular crashes (2020–2024).
• 444 fatal, serious injury, possible injury, and minor injury pedestrian and bicycle crashes (2015–2024).
• 6% of road miles account for ~60% of fatal and serious injury vehicular crashes.
• 0.5% of intersections account for ~85-90% of fatal and serious injury pedestrian and bicycle crashes.
• Most common fatal and serious injury emphasis areas include roadway departure, intersections, speeding, young drivers, and impaired driving.
• Most common fatal and serious injury crash types include angle, non-collision, and head-on.

The RFATS SS4A initiative is built around five goals that will work together to create a safer, more accessible and reliable transportation system for all users.

Get Involved!

Education and community involvement are essential to RFATS’s Comprehensive Safety Action Plan. Beyond implementing safety improvements, the SS4A team will collaborate with schools, community organizations, and local advocates to deliver targeted educational programs. These programs are designed to promote safe driving habits across all age groups.

Phase II of public engagement is in progress. It focuses on Gathering feedback on the recommendations and strategies in the Draft Comprehensive Safety Plan. Your input may be used to refine and strength the final plan.
